Request for Selection (RfS)

DISCOM shall assess and notify solar power capacity that can be injected into identified distribution sub-stations and place such notification on its website for information of all stakeholders.
DISCOM or any agency authorized by the DISCOM shall invite bidders to participate in the open competitive bidding process against the Request for Selection (RfS) for the development of solar power plants on build own and operate basis and to be connected to the identified distribution sub-station.
The bidders shall submit their bid against the RfS as per the notified schedule. The bidder shall submit a non-refundable processing fee of Rs. 10,000 per MW or part thereof of the capacity applied along with the response of RfS.

Request to consider exemption of BCD on the lithium-ion cell used in the Manufacturing of Battery/ Battery Pack related to EV and storage applications

IESA wrote a letter to Smt. Nirmala Sitharaman, Hon’ble Finance Minister, Government of India on September 13th, 2022. IESA team requested Hon’ble Ministry to consider extending exemptions on the lithium-ion cell used in the manufacture of Battery/ Battery Pack related to EV and storage applications as well. The exemption of taxes and duties can be linked within Phased Manufacturing Program (PMP) Scheme with a significant timeline which shall encourage the manufacturers to focus on indigenous manufacturing.

IESA recommendation letter to NITI Aayog on Draft Battery Swapping Policy

On 5th June '22, IESA sent a letter to Niti Aayog giving recommendations on Draft Battery Swapping Policy. IESA formulated a focussed group committee with its member companies and held in depth discussions in April & May of 2022.

Letter to MoF to reduce GST on various equipment used in Energy Storage System under 5% margin

On 7th June '22, IESA wrote a letter to MoF highlighting the importance of reducing and bringing the GST of energy storage and its equipment under 5% Margin. According to the current GST regime, the tax rates on lithium-ion batteries and EV supply equipment are 18% and 5%, respectively. GST for advanced batteries in EVs still on higher side ranging between 18% to 28%. Other than lithium ion, all other batteries chemistries are attracting 28% GST.

IESA inputs/suggestions on the “Draft Battery Waste Management Rules, 2022”

IESA wrote a letter to Ministry of Environment, Forest, and Climate Change on 21st March '22 stating concerns/recommendations (Annexure-1) on the Draft Battery waste Management Rules, 2022. This letter also included consolidated suggestions/recommendations received from our member companies.
